SOVIET’S PROPOSAL
TO INDCSTRIAL-ISE RUSSIA

MOSCOW. April 26
A secret conference is being held at the Kremlin at which the Communist loaders are discussing a live-voar plan for the industrialisation of Russia. The press is publishing a summary daily. M Rykoff and others have painted glowing pictures of how the Soviet Union would not only reach, hut surpass the economic level of the capitalistic countries. M. Rvkoll pointed out that this plan calls for twenty per cent of a growth ol industrialisation yearly. Such growth is without precedent even in the United States, which, during the most intensive periods of its development, increased only by eight per cent a year. M. Kirjanovski, head of the State Planning organisation, outlined projects for railways and canals to link up the sources ol food and fuel with Ihe industrial centres.
