A BOMB FACTORY

DELHI, April 17

Lahore Criminal Investigation Department officers, carrying out investigations into the recent bomb outrages, searched a secluded house in the city and found a liomb factory containing one filled and eight empty bombs, and a large quantity of chemicals and materials for bomb manufacture, revolvers and ammunition. Three young Punjabis, the occupants of the house, were arrested. The railway police arrested a man at Bilaspar, in the Central Provinces, in possession of seven live bombs.

INDIAN" INDUSTRIAL DISPUTES,

In India last year there were two hundred and three industrial disputes, involving nearly five hundred and seven thousand workers and the loss oi 31.000,000 working days, the latter being greater than the total number of days lost in the five preceding years put together. One hundred and eleven disputes occurred at Bombay cotton mills.

DISARMAMENT COMMISSION

At the Preparatory Disarmament Commission Litvinoff in a. long speech demanded the Commission should albandon the present methods and reject direct diplomatic negotiations for armament agreements which were resultless. and instead a Commission should consider the Soviet proposal for a fifty per cent reduction of all existing military, naval and air forces.

Count Bernstorff supported action by the League instead of direct diplomatic negotiations. He said; “The task of this Commission is to make agreements itself, instead of merely registering agreements reached by Governments.”

DISCUSSION AT CONFERENCE. GENEVA, April 16.

Russia has scored a preliminary success, inasmuch as the commission later agreed to discuss to-morrow whether the plan of a 50 per cent reduction can be accepted as a basis for future work instead of a draft convention.
