“The Hawes Plan introduced several elements of certainit.v into the Reparations problem, but not enough, says the “Scotsman.” “It fixed Germany’s rate of payment, but not he
total debt. Events have shown that the experts’ estimate of her capacity to pay was rather high, and it is generally expected that there will be a reduction in this respect, but the prin ciples of the Dawes Plan remain as a foundation on which to work. An indeterminate burden is intolerable, and the fixing of Germany’s obligations on reasonable basis should be an incentive for her to pay Reparations. It is probably wise not to jump to too optimistic a conclusion from the id port of the Agent-General for Reparations. There is something to be said on the Germany jside which suggests (that there may be an element of illusion in Germany’s present prosperity. Hie economist will look for the export surplus that is to pay for reparations, and be will not find it, because though German exports have increased, the volume of imports increased also, and the foreign trade deficit shows a tendency to grow.”
