WESTLAND COUNTY COUNCIL.

TUESDAY, MARCH 12. Hio Council met at 2 p.m. Present Messrs K. A. Wells (County Chairman), T .R. Cliesterman, W. 11. Cliinn, W. Searle, J. Donovan, B. Ward and J. A. Murdocli. An apology was made ifor the absence of .Mr Jeffries. 'lhe minutes were conrmed and outward correspondence approved. INWARD CORRESPONDENCE, from Treasury notifying accrued revenue to credit of County Fund Account.—Received. Irom Public jWorks Department, regarding Arahura River track, advising that there has been such a drain on the Consolidation Fund this year that further authorisations are fin possible, also pointing out that responsibility of keeping track in order rests with Council.—Received. Mr Ward moved that £ls be spent in effecting repairs to keep the track open; seconded by the Chairman and carried. From Same, with reference to Ha fist Pass Track, advising that the track would be open for traffic purposes by end of February.—Received. From Same, regarding Little Wanganui River Protection, advising that owing to further serious erosion, original plans have had to be modified. —Received. Mr Searle moved that n letter of appreciation of the assistance rendered by the Department be forwarded to the Public Works Department ; seconded by Mr Chinn and carried. From Same, advising that Head Office has approved authorisation of £BO. £ for £ for renewal of Big Wanganui Bridge renewal.—Received. From Main Highways Council, Greymouth, notifying examination for certificates of Competency of Foremen and Overseers.—Received, and roadmen notified accordingly. From H. McMillan, Herepo, applying for Slaughter House License.—Received; consideration deferred. From Koiterangi and Waitaha Timber Coy., suggesting that as the Council has statutory power to levy on timber output that the haulage rate should be dropped.—Received; the Clerk to reply pointing out the position.

From Rimu Gold Dredging Coy., Hokitika, applying for permission to build 1255 feet of road detour.—Received. The Chairman moved that the* request be granted. He did not think it would affect the position of the Council in the least; seconded by Mr Cliesterman, and carried. From G. E. Wilson, Kapitea, enquiring when road from Kumara to Kapitea is going to be metalled.—Received ; reply to lie forwarded stating theh Public Works Department were arranging for the work to be started. From N. Warren, Hokitika, advising that agreement entered by Coy., has been carried out and that same is prepared to pay £3O for additional expenditure on completion of work by the Council.—Received. The action of the Chairman was approved. From W. Wall and Others, Herepo, advising by telegram flood damage to La Fontaine Bridge, asking for immediate attention to same.—Received ; Overseer Millner reported on necessary repairs for light traffic, and cost of a larger and higher new bridge. Mr Searle reported action taken to stay the bridge after the flood. The Chairman approved of the action taken by Mr Searle, who deserved the thanks oi the Council. It was resolved to apply to the Marine Department for mooring piles in Okuru river as recommended by Captain Bald. Mr M. Keenan waited on the Council in reference to Municipal Road repairs, urging that the vote for a new bridge be transferred to road repairs. It was stated that, the timber for the renewal of the bridge was on the ground, and that the money could not be transferred. After discussion the matter was left to the Chairman and Mr Cliesterman with power to act. , From Overseer Millner, reporting on progress of works on Secondary Highways during month of February.— Received. From W. D. Nolan, regarding Okurn ferry subsidy.—Received. From Same, reporting that sea erosion has approached on the beach neai Arawata river and cut away nil the beach that was used for a highway; advising that the Ferryman has been put on for a week to cut a horse track inside.

From District Engineer, Greymouth

stating the Head Office was unable to agree to the expenditure on Collyer’s Creek bridge.—Received. Jt was decided to refer the matter to the Minister oif Public Works. From H. Moulahan; - Ross, in refer'encc to repairs to McLeod's road, Totara, and asking for necessary repairs. —Received; Overseer to attend to. Mr Cliesterman voiced a complaint from Kokatahi district asking that tin* steam roller engine be stopped when requested by owners of restive horses, be given effect to. The Chairman promised to give instructions to the Overseer. '•FINANCE COMMITTEE REPORT. “ Your Committee has the honour to report that the accounts presented for the month of February have been carefully examined, and beg to recommend that the amount as approved totalling £2OIO 9s bo passed for payment.—Received. TENDERS. Tenders for extension of Petersen’s Road were opened, after the Chairman had suggested that consideration lie held over, pending river protection results, and tiic Council had decided it was not inadvisable to delay. James Adamson ... £135 J. Wliitiskie L 294 The tender of J. Adamson was accepted. Tenders for printing the County roll were received from W. E. Richards and Guardian and Times Coy., Ltd., at 20s per page. It was resolved to divide the work. ORDER PAPER.

The Chairman moved: “That the Accounts for the month of I'ebruary, 1929, as revised and recommended for payment by the Finance Committee, amounting to £2OIO 9s, he passed for payment.”—Seconded by Mr Murdoch and carried. The Chairman moved: “That the Treasurer prepare the annual statement of the apportionment of the gross income (as estimated for the financial year commencing on Ist April next) and the proposed allocation of the surplus revenue over the several Ridings, as required by the Counties .Act.”—Seconded by Mr Cliesterman and carried. The Chairman moved: “That the Overseer prepare a list of works for application for Government grants for the year, 1929-1930.’’-Seconded by Mr Ward and carried. The Chairman moved: “That the list of polling places for the County of Westland, as before the Council, be now considered and approved. Seconded by Mr Ward and carried. Mr Donovan moved:—“That the Wataroa Bluff track be cleared and repaired at a cost not exceeding £10.” -Seconded by Mr Searle and carried. Mr Chinn moved that the District Engineer be asked to make some turnouts between McLeod’s Terrace and Ferguson’s—Seconded by Mr Searle and carried. It was also resolved to compliment the Highways Board on the improvements made in the South road in the widening and improving of the sharp bends. The Council rose at 4 p.m.
