GENEVA. March 6. Mr Elihu Root, ex-Secretary of State for the United States, conferred with M. Briand. and submitted a formula which will enable America- to join the League of Nation’s International Court at the Hague. This will probably he examined by the conference of jurists which will meet here next week.
