SAMOAN APPOINTMENTS. v The report on the public service in Samoa lias made a painful impression on the public mind. Why, when the service was in such a state, was New Zealand repeatedly told in effect that all was well ? The Christchurch “Press,” the one Reform newspaper that has felt unhappy about ftie late Government’s record in Samoa, goes so far as to suggest that New Zealand should ask Britain to take the mandate over.
