FORGED DOCUMENTS
(United Press Association. —By ElectricTelegraph.—Copyright.) BRUSSELS, Ma>-ch 3. Newspapers state the name of the arrested man is Frank Heine. He confessed to the forged document using a seal made from the impression of a French twenty-five centite piece. He intended to sell the forgery to the German espionage service and instead sold it to “Dngbhul” for a good price. Heine admits he .was entirely responsible for “Dagblad” forgeries. The treat}' was a plagiarism of FrnncoRussian pre-war treaty recently published by the Soviet. It did not com ceni Belgium and Holland. Heine declared the German espionage bureau at Mulheim to which he first offered tlie documents disbelieved tbe authenticity and refused them. He negotiated with headquarters of Activists ot which ho was a member and sold tlie documents through tbe good offices of an Antwerp journalist, whose arrest is shortly expected. “1 do not consider I sold France and Belgium. I simply cheated a buyer, which is a venial swindle,” Heine deed a red. BELGIAN PROTEST, BRUSSELS, March 2. _ M. Hymans speaking at a municipal banquet alt Brussels declared Belgium had been carrying on delicate but friendly economic negotiations with Holland. In consequence of the publication of'the 'forged documents, voices had been, raised attributing aggressive schemes and manoeuvres to Belgium. He added; “We have categorically and solemnly contradicted these apocryphal documents upon all points. We have got the right to ask that our uoul should not lie doubted. Belgium porsoiied the cause of right during the wav. Who imagines she is squandering her patrimony honour in occult machinations, threatening the worlds peace. The Belgium public is wholly behind our protests.” . General Gallet, chief of Belgium general staff, whose name figures largely in the alleged minutes of the Franco- Belgium military conference categorically denounces “Dagblad s document as a forgery from beginning to end. He reserves the right to deAN ARREST. BRUSSELS, March 3. On the arrival of the Amsterdam Express Post at midnight a man was arrested .and charged with being the author of “DagbladV” alleged secret, treaty. It is stated lie has a bad record.' He was born in 1596 near Brussels, of a Dutch-Jewish father and a German mother.
