SIGNING THE PACT

CONGRATULATORY MESSAGES, v British Official Wireless.) RUGBY, March 3. The Queen, Prince of Wales and Duke of York, as members of the Council of State appointed to act for the King during his illness, signed the seven documents ratifying the Kellogg Pact, which were deposited at the State Department, Washington, yesterday by Sir Esme Howard, British Ambassador, on behalf rtf His Majesty’s Governments in Great Britain, Northern Ireland, South Africa, Australia and New Zealand and the Government of India. The Canadian and Irish Ministers in Washington similarly deposited ratification of the Pact on behalf of His Majesty’s Governments in Canada and Irish Free State. The following message was sent by Mr Kellogg by Sir Austen Chamberlain, Secretary for Foreign Affairs, yesterday:—“At the moment of the deposit of our ratification of the Treaty of renunciation of war as an instrument of national policy I offer you my heartiest congratulations on the completion of this great act, with which your name will ever be associated imthe-minds of men. May it link the nations of the world in peaceful co-operation and in particular to confirm for ever the peace which for over one hundred years has endured between United States rtf America and the Biritish Empire.” Mr Kellogg, has replied expressing deep appreciation of Sir A. Chamberlain’s telegram and co-operation and assistance rendered in negotiation of the Pact and the promptness with which the Empire ratifications have been obtained in order to give an example to the world of the desire of the British Empire to continue to do everything in its power for the maintenance of peace.
