OFFICERS APPOINTED. NEW SECRETARY AND MAnIgER OF ESTATES. WELLINGTON, Fob. 26. The appointment of Mr G. W. Clinkarel, of the Department of Industries and Commerce, Wellington, to the position of secretary to the Administration of Western Samoa in succession to Colonel Hutchen, was announced by the Prime Minister, Sir Joseph Ward, to-day. Colonel Hutchen lias applied for a transfer to the New Zealand Service and, says the Prime Dlinister, this has now been approved in principle. A further appointment is that of Dir C. H. Schwass, of the Department of Agriculture, Palmerston North, as manager of the New Zealand Reparation Estates, a position created in accordance with a recommendation of the recent report on the finance and staff of the Territory. To fill the vacancy caused by the recent death of the accountant of the Reparation Estates, Dir L. C. Scott, ,of the Department of Agriculture, Wellington, has been appointed. The appointment of a treasurer to replace Dir P. Wild (whose application for transfer to the New Zealand Service has also been approved), and of an internal auditor, will be announced shortly. These officers will proceed to Samoa early in April on a two years’ tour of
duty. Dir Clinkard, who is a son of Dir C. FI. Clinkard, Df.P., and Dlrs Clinkard, of Rotorua, matriculated from the Auckland Grammar School and entered the Public Service in 1909. He served in the inspection of machinery and land and- income tax departments before resigning in 1914 to accept the position of assistant secretary to the New Zealand Employers’ Federation. After service in the Expeditionary Force in Egypt and Gallipoli lie was invalided as the result of wounds and in 1917 lie entered the Public Service as compiler in charge of a branch of the census and statistics office. In 1920 he was appointed as advisory accountant to the Board of I nule and for the past five years has acted as advisory officer to the Department of Industries and Commerce. During the course of his work Dir Clinkard ha? undertaken many important enquiries and investigations and during the absence of the secretary lias been in control of the Department. In 1925 Mr Clinkard visited several States of the Commonwealth on official business connected with the work of his Department, and in 1927 was appointed a member of the Royal Commission set up to enquire into and make recommendations upon the revision of the customs tariff of the Dominion. Mr Clinkard has taken a prominent part in the affairs of the Returned Soldiers’ Association, and was for several years a member of the Dominion Executive Committee of the Association. As tlie nominee of the Association ho acted for a number of years as a member of the Wellington District Repatriation Board. In 1918 Dir Clinkard graduated from Victoria Colleeg as Radio lor of Commerce, and two years late qualified for and was awarded the degree of Df aster of Commerce with honours in economies.. Dir Clinkard. Inn passed the professional accountants examination and is a Fellow of the Royal Economic Society.
