All the garrison’s colours and equipment have been handed over to infantry. Communications between Madrid and Pontcvedra arc interrupted. There arc ruinous of incidents at Vigo. DIO RIVERA’S MOVE. (Received this day at 10 a.m.) LONDON, February 21. The dissolution of Spanish Artillery camps for the second time within three years has made a. profound impression throughout Spain. The “Times’ Madrid correspondent says it remains to he seen whether the dissolution can iie accomplished without incident. The “Daily Mail’s” Madrid correspondent states it was only alter prolonged discussions that the King agreed to sign the decree abolishing the corps, whose officers have heen in conflict with Rivera ever since he seized power in 1<)2;1. The strength of the Spanish army is 20!),(KM). There are 158 regiments of which .‘l7 are artillery. I)e Rivera rose to power through the iiifuutrv, which throughout remained loyal.
