General Higgins begins on Monday a tour of London and provincial centres, addressing mass meetings and conferring with local leaders. Mr Palmer, cx-Scrgeant Goddard’s solicitor, has written to Lord Byng (Commissioner, of Police) demanding the return of Goddard’s £12.000, which the police seized. Plans are darwn up for the new railway station. The Italian people are making an offering of a special dc luxe Papal train exactly similar to the King’s, except an extra carriage containing a chapel, adorned with a picture ol the Madonna by Raphael, a gift from the King. PROBLEM FOR POPE. GENEVA, February 17. A problem has arisen with regard to enlistments to the Pope’s Swiss guaids. Ordinarily, Swiss permission could he readily obtained, but now as the Vatican is sovereign territory, it is argued enlistments violate Swiss neutrality. 'Hie Federal Council is considering the matter.
