PORTION OF THAMES ICE-BOUND. REMARKABLY LOW TEMPERATURE. ;United Press Association'—By Electric Telegraph—Copyright). LONDON, Feb. 12. Portions of the Thames estuary are ice covered. Ships are arriving in the Thames with their rigging completely coated with ice, sometimes inches thick. Remarkably low temperatures h#ve been experienced, ranging from 15 degrees at Hampstead, 1!) degrees at Birmingham to I? degrees al Central London, the lowest since 1909, when it was 14. A forecast predicts the worst is yet to come in England, which is treatened with the greatest frost in modern times.
