FINANCIAL SETTLEMENT. (United Press Association—By Electric Telegraph—Copyright). ROME, February .11. Though tli© complete text of the settlement of the Roman question will not bo published until it is ratified by the Italian Parliament, an official .summary lias been published. This shows that the Pope accepts as compensation 750 million lire in cash and 1000 million lire in Italian five per cent Government bonds. This sum is below what Italy would be paid if tli© Vatican bad accepted tbe allowance which the Italian Government offered in tbe year 1871. TREATY AND MARRIAGE. ROME, February 11. Tbe articles in the Treaty dealing with marriage says: “The state regards martimony as the basis of familydignity, and in agreement with the Catholic tradition, the people recognise matrimony as being a Sacrament recognised by Canon Law.” The Banns of marriage must appear in the Parish Church. The Priest will certify the marriage to the civil authorities. Cases concerning the nullity of marriage are reserved for the Ecclesiastiacl Courts. The Civil Courts will enforce their decisions. The Vatican, however, consents to the civil authorities giving judgment in separation cases. Religious instruction will be compulsory in the elementary and in tbe secondary schools, but according to an agreed programme.
GREAT REJOICINGS. ROME, February 12. The signature of tbe Papal-Italian Pact has been signalised by joyous demonstrations in every town. Papal flags are being flown from the houses in Rome, which at night are illuminated. The Vatican and the Quirinal arc inundated with cabled congratulations from all over the world.
