It lias boon said that the entry of King Victor Emmanuel into Home in July, 1872, marked the conclusion of a struggle. extending over more than half a century, for the liberation and unity of Italy. A year before that event the Italian Government, after two months’ debate, had passed the Law of Guarantees, designed juridically to regulate ihe relations of the State to the Holy ,-ee. Hope I’ius IX. promptly repudiated the Law, and ever since it lias remained a one-sided enactment, held by succeeding Italian Governments to binding upon the Kingdom, but never acknowledged in any way by the head of the Roman Catholic Church, for nearly .sixty years this state of affairs has existed. During that time no Hope has ever left the Vatican grounds, but the claim to temporal power has never been relinquished. Time and time again efforts have been made to find a- solution of the difficulty. It was stated some months ago, comments the “Lyttelton Times,” that negotiations wore in progress, and the latest report is that an agreement is to hi> signed on Sunday. According to earlier messages the Pope will he acknowledged as the possessor, with sovreign lights, of a defined territory in Home, and the Italian Government will make a payment to capitalise the aMinuity authorised l/y the Law oi Guarantees, hut never accepted by any Pontiff. That famous Law recognised ihe Pope as an independent sovereign and other States have accredited diplomatic representatives to the Vatican, in the same maimer as they are accredited to the various capitals, hilt between flic Vatican and tbo Quiriiiu! there stood Ibis historic dispute, and if settlement should be now only a mailer of days, a. remarkable ebapt'-r in the history of both Church and State, is nearing, an end.

One car was badly torn, and he also received cuts on the face, ills condition, though more or less serious, is not considered to he critical. In addition to Hie large reinforced concrete tank to he erected on the Mental Hospital Grounds by contract, proposals are out also for other building improvements and extensions, including special laundry accommodation for the institution. Hitherto all laundry work for some years past, has been done in connection with the Westland Hospital plant.. The programme of the Westland Racing Club for its Autumn Meeting is now bong circulated, and a synopsis of the events appears in this issue. The meet ing will he held on Hokitika racecourse on Thursday, April 4th.. Easter falling earlier this year. There are eight events on the programme, including two trotting races. The principal event is endownod with a'stake of 180 so vs. The Hurdle race lias been eliminated and a Welter handicap substituted. The- total of the stakes for the day’s racing is £635. Entries for all events are due on March 31st. Handicaps follow on the night of the Kama ra races on Easter Monday.
An argument as in progress in the >-ity Police Court, Dunedin, recently, on the subject of the requirements of the Poisons Act. Counsel for the defendant (Air Calvert) was contending that if every preparation that contained poison had to he labelled according to the provisions of the Act. the resultant prosecutions would he innumerable. He state that practically every chemists’ prescription .contained a certain proportion of poison, although the fact was not generally known. “Yon surely do not mean,” interjected his Worship, in apparent alarm, “that all proscriptions are poison ?” “Yes. I do, your Worship.” replied Mr Calvert, amid laughter. “Only if it wore known, probably none would be sold.”
