“I think it perfectly useless and a mere mockery to endeavour to deal with a situation of such seriousness by extracts from economists. I think it is a mistake to endeavour to ascertain beforehand all 'the possible repercussions and difficulties which the establishment of Safeguarding of Industries may carry with it,” said Lord Melchett in a speech at ’Manchester. Endeavours to examine every possible contingency, and to deal in advance with any possible difficulties which may arise—and any large problems as vveli—will always end in the paralysis of inaction. Yo ought to be prepared to face any emergency, and here is an emergency which should lie faced by those who are leaders in the industry, and those who are responsible for the government of this country and for the defence and welfare of the nation ,in a courageous and decisive maiim r.
