N A Tlio “Daily Telegraph’s” diplomatic correspondent states:—The League of Nations is alarmed at the prospect of a bitter and acute controversy being entailed over llerr Strcseinann, the Herman Foreign Minister’s determination, at the March Council of the League of Nations to raise the question of guarantees and the rights of minorities. The Canadian Minister, Sir Dandurand, will support him from a different angle, demanding an improved procedure, enabling the racial and the religious minorities’ grievances to be brought up before the League more promptly. The New Papal State jis-expeeted aM most immediately to seek meml>er.ship ■ both of the League Assembly and the - n Council. it will he strongly argued that such a strong world power as the Papacy ought not to be subject to election risks.
