REPORT OF COMMISSION. (United Press Association—By Electric Telegraph—Copyright). (Received this day at 8 a.in.) ■' LONDON, January 18. A new union of East Airiea involving vast territories in Kenya, Uganda, and Tanganyika, with an area of neatly seven hundred thousand miles, is suggested in a report of the Hilton Young commission which proposes a form of government, which if it proves successful “ may hr* iouml capable of application to other parts of ' the Empire.” Elevation of East Africa to the status of union will he gradual. The first High Commissioner appointed with executive powers over three territories will determine how blacks and whites can best live and work together without injustice to either. Later the Commissioner will be replaced bv a Governor-General whose duties will be to secure Imperial interests and supervise the working ol the native policy. The commission rejects the constitutional device ol a federation and declare themselves against responsible government for Kenya. It adds that the territories of - v Eastern Africa as a whole can never he white men’s countries, but form an important outpost of British civilisation, capable of doing great good. Therefore the quality of the settlers is monimportant than quantity. Regarding the constitution of Kenya, the commission recommends native interests should he directly represented in the tive Council by the nomination ol Europeans.
