He is Prince Louis the Second of Monaco, the microscopic principality on the Riviera whose revenues are derived from flic famous gambling tables. The Rrinco and the people are at loggerheads in a crisis largely due to tile gas supply. Reports from Monte Carlo indicate that Prince Louis intends to solve the orb is i p Ibe principality by a coup d’etat. He lias issued a decree cancelling the elections for a new National Council or Parliament, and bay made I lie statement that lie will govern the Principality himself as the sole ruler, without either assistance or advice. The townspeople consider this order interpreted, means that the Casino authorities, whose difference from the elected body lias provoked the crisis, intend to impose their policy upon the inhabitants. \ .
