The Pan-American Conference brought to a successful conclusion it.efforts to obtain a settlement of the Bolivian-Parngua.van dispute, when a protocol of conciliation of the controvery was signed on Thursday nighi by representatives of the disputing countries, calling for the appointment of an international tribunal of nine jififaes to investigate tlio recent clashes. The Conference also agreed on two multilateral treaties designed to prevent war in the western hemisphere. The arbitration treaty establishes the principle of compulsory arbitration in „|| international controversies in the American Republics, with two exceptions, which include controversies in\olvit"* domestic jurisdiction and disputes involving third parties. A cont ilialion pact would establish the pr nciple of compulsory submission ol disr.f auv kind in this method ol specific settlement.
