During the Moscow -Trades Union Congress, Krol (ex-President ol the Food Workers Union, and a member of the Central Council) began reading i resolution attributing unfavourable conditions of the workers to the present policy and urging the recall of Protsky and his followers from exile. He was shouted down, the closure was applied and he was deprived of his mandate and expelled.

Embezzlers should he shot, said Tomsky addressing the 'I rade Ini" 11 Congress wherefrom Krol! was expelled. Tomsky.-painted a gloomy picture of- the conditions of Trade Union, ciieles, especially among the higher officials. Financial abuses were presenting the greatest sore of the ti.ulettnion body. They had discoveied embezzlements of fifty thousand sterling of Trade Union monies. Over thirty per cent were soldiers and communists, chiefly Trade Union presidents, but illegal appropriations affected every Union, factory, committee, pension funds and clubs.
