Reservations led by Senator Reed stieeedcil again in .delaying tlie expected vote on the ratification of the Kellogg Treaty in the Senate foreign Relations Committee.
Reed and others indicated oxenlive debate that they wanted to propose an accompanying resolution slating emphatically that United States would accept, no implied sanctions in the Treaty and would reserve all rights regarding the Monroe Doctrine. Reed Into’ said the reservation ists would seek lo have this resolution transmitted to all fifty-nine signatory nations. ’I lie rex.lut ion would have the effect ol a reservation although it could not formally he classed as such. M. Borah dec l a red the committee would meet again on 17th. Dee. and would M every day until the Treaty would be voted upon but he admitted the new delay made ratification before Christmas improbable.
