A LABOUR PROTEST

LONDON, Nov. 24

The House of Commons continued the deltate on the Local Government Reform Bill, which was read a second time by 311 to 165.

Air Sidev Webb protested that- the Bill was really six or seven measures hound together. Tt was an outrage to pass this in a single session. Other Labourites urged that persons suffering from unemployment should he excluded from the bill in view of it being made a national responsibility. Sir Kingsley AYood, summing up on belmlf of the Government, emphasised the relief agriculture and distressed industries would receive the bill.

Tn the Commons. Air Baldwin in answer to a question said the Government was considering what steps could usefully be taken regarding the further limitation of na.val armaments. He doubted whether a suggestion to extend an invitation to Franco and America to a conference with Britain was likely to attain the desired result.

Air Ainorv in reply to a question said following the Imperial Conference of 1920. he communicated with tin* Dominion Governments on the subject of reciprocal widows and old age pensions. The replies did not suggest the carlv adoption of a general s< heme could be anticipated. II" would see whether he could re mind the Dominion Governments in the matter.
