Sir Joseph Ward, as the leader of the party that is about to take over the control of the affairs of the country, is being set an unenviable task. He must base his claim to power upon the policy which his Government lias t<> offer the country. It is upon the merits of this policy that lie mux! stand or fall, lie cannot rely on the demerits of his opponents as any sufficient reason for the country extendin to him the confidence which it has not yet reposed in him. A constructive programme must l>e .substituted lor the destructive criticism which formed the staple of the speeches that were delivered by most of bis supporters during the election contest.
