Forty-one nations are attending a conference at which a convention is being drawn up imposing a period of Id years between first grade International Exhibitions at which participants are required to build pavilions and ten years between second grade Exhibitions in the same country, li is a foregone conclusion that British Empire Exhibitions are not included.
