Colonel Head lam, Under-Secretary for the Admiralty, in answer to a question in reference to the Singapore base contractors buying plants from America said that the Admiralty ordinarily laid down the rule that when contractors purchase plant henceforth it would insist on an opportunity being given of judging whether a British tender was acceptable.
