!/<■ A Rome correspondent states the Sen•aite has begun a diseusson on a Bill to constitutionalise the now Grand Council drafted by Signor Bciro, an accompanying report explains the Bill is a necessary sequel to the new law which conferred on the Council the duty of revising the Ists of Parliamentary candidates. Anybody'doubting the necessity of the new Bill would show ignorance or the profound revolution which Fascism wrought in Italian public life, and would obstruct the Government. The most important provision was one empowering the Council to express an opinion on all questions aiming at constitutional improvement. The Council will he required to keep two up to date one naming possible successor to premiership and the other successors of various ministerial posts. The Council would submit the former to the King, but the Premier would submit the other list.
