Later developments, possibly resulting in a break-up of the Poincare Government occurred in the night sitting of the Socialist Radical Congress. Alter .M. Harriot had smothered differences over the Budget and had departed lrom Angers for Paris with friends on the Committee bracket, it is understood, that at tile behest of 51. Caillaux, who was presiding, the Congress on the bracket commenced to redraft the party manifesto. The Committee, which consists entirely of 51. Poincare’s enemies, immediately introduced a clause tantamount to a summons to Socialist Radical siinister.s to leave the Government. There appears every likelihood that the clause was voted in the absence of Herriot. lit llii.s event Herriot, Harraut ami Quoille have no course but to resign and the Poincare 51 inistry will be broken. Poincare's likeliest action is to tender the resignation of the whole Government in preference to appointing temporary successors to the trio or attempting to defy Congress by appealing to the Chamber to over-rule it on military and ecclesiastical issues. Following a vote at the Radical Socoalists Congress, four Radical members of 5L Poincare’s Cabinet' handed in their resignations. Cabinet subsequently resigned.
