The Dailv Express’s editorial says: The British contractors for the Singapore Naval Base have placed a 1,0.(XX) contract for excavators in America. The Admiralty apparently has given „ut one of the biggest contracts ul recent years without any stipulation against" the use of foreign material. While the contractors legally are tree to purchase their requirements wherever they please, we should haw thought that the spirit and the circumstances of their great task won have weighed as much as the strict let-* ter of the bond, specially in view o Mr Baldwin's recent appeal on behalf of the unemployed.
