There is much force in what tlu Daily Telegraph has said about tlu exceedingly cautious, attitude ef the Dominions towards large scale immigration. There is a feeling agains* immigration on the part of a . section of the community in New Zealand, am no ope would propose, or has proposed that an immigration policy should he actively prosecuted at a time wliet there is unemployment in the Dominion. But under favourable condition a policy aiming at a redistribution of the Empire’s population in which New Zealand would participate, taking her proportion of British migrant's, would be of practical advantage all round.— Otago Daily Times.

The farmer who has to work in darkness to get his milk away in time for an. early train, for instance, expect' a little relief in summer, and the “ Summer Time ” scheme operate* harshly so far as he is concerned. A Parliamentary commrttee had evidence on this subject before it. but it seems to have been no one’s business to study the cases in-'which the alteration of the clocks would cause hardship and to propose ways in which the difficulties* could be overcome. Now that a half-measure of “Summer Time” is to bo tried we would suggest that the difficulties should be looked into carefully and that an attempt should bo made before next session to remove them. Parliament contents itself for the most part with talking much and passing many laws. We should be a happier community if Parliament would do a little real work in connection with the laws it passes. And incidentally we should have fewer laws.— Lyttelton Times.
