Too Much Control. “Problems presented by extension of bureaucratic control were not confined to this country but were to be found in other parts of the country and in the United States. New Zealand has so far been fortunate in possessing a fine stamp of civil servant, hut I am quite sure that the bulk of our people are unlikely to tolerate for long a policy which lips allowed departmental officials to continue to he invested with powers which should be retained by the people’s elected representatives in Parliament.” —1928 Committee.
