LEPROSY TEST. ON CONDEMNED MAN. (United Press Association—By Electric 1 Telegraph—Copyright). RIGA, October 5. An amazing story of a doomed man’s gamble for life is revealed by Doctor Sniker, off the Latvian Leprosy Institute, wlio obtained the consent of •the authorities to experiment in inoculation upon a criminal named Kirstein, who is at present under the sentence of death. Dr .Sniker contends that leprosy is not contagious, and that it is curable. He will inject matter from a living leper into Kirstein, who hns consented, on the promise that his sentence will be remitted, though he will have to remain in gaol.
SCOTLAND YARD. THE NEW HEADS. LONDON, October 6. The “Daily Mail” states that Scotland Yard’s Assistant Commissioner, Major-General Sir Borlace Cliilds is retiring from the position on November 6, along with Brigadier-General Sir Wni. T. E. Horwood, the Commissioner of the Metropolitan Police. Sir B .'Childs has been Assistant-Commis-sioner'since 1921, and Sir W. Horwood has been Commissioner since 1920. General Byng succeeds Sir W. Horwood. The “Daily Mail” states the Home Minister, Sir W. Joynson Hicks is searching for a new Assistant-Com-missioner. LYSAGHTS LTD; WORKS. LONDON, Oct. 6. The -.South Wales “Argus” stated Lysaght’s Ltd. are doubling the size of their works at Newcastle, Australia. Some contracts for the purpose are-al-ready placed LABOUR RIFT RUMOURS. (Received this day at 8 a.m.) LONDON, Oct. 6. Rumours have been current for several days following the expulsion of National Union seamen from Trades Union Congress that the Transport General Workers’ Union shortly opens a campaign for the organisation workers. Trade Union leaders are troubled because there are now no organisations representing seamen affiliated to the Trades Union Congress. The Genera] Council Organisation. Committee, are earnestly considering the whole seamen’s question. Cathery, acting-General Secretary, says the National Uhion of Seamen have been established forty years, and is recognised by important people in the pipping industry. Any other Union to organise seamen will have something very big to tackle. Certainly we will not take it lying down. We will fight anybody and everybody.
