BORODIN AGAIN. TOKIO, August IG. An unconfirmed despatch from Haihin, Manchuria, states.that the. Chinese secret police have arrested a Russian agitator styling himself Levin, who is believed to lie the’ former Comm linist adviser to the Chinese Nationalists, Borodin, who arrived at Harbin from Khabarovsk Siberia.
