A Quai d’ Orsay spokesman said, if so, the Franco-British Agreement ends, hut we hop© to- find an acceptable basis for negotiations after Japan and Italy reply. A suggestion was thrown out that it would be better to send a commission of naval experts to- Washington than to negotiate through Embassies. PARIS, Sept. 28. The “Petit Parisien” understands the- United States Note regrets it cannot endorse the Franco-British naval compromise, as it does- not -meet American needs The Note emphasises that the Navy Department cannot agree- to limitation of large cruisers being offset by a corresponding limitation of light cruisers,"submarines and auxiliary craft The Note makes no concrete suggestions, but leaves the door open’for further conversations for reduction.
