THE FRANCO NAVAL AGREEMENT
SHARP BRITISH COMMENT ON AMERICA. (United Press Association—By Electric Te leg raj »h—Copy r i gh t). (Received this day at noon.) LONDON, Sept. 23. .{The “.Morning Post” commenting on the letter in the New Yolk “American” says there seems to he an organised conspiracy afoot to represent the Anglo-French preliminary understanding as if it were intended to isolate the United States. The promoters of discord first published a forged letter purporting .to'-bo from Sir Austen Chamberlain. Now the llearst press published a letter alleged to he from M. Briand, again representing it a.s anti-American. ’Pile intention is obvious. During the Presidential elections any sort of brick thrown at England and France maybe popular with Germans and Irish Americans.
