(By Toiegrapt— Per Press Association.) •THE COUNCIL. WELLINGTON, September 20. Tiie Legislative.Council met yesterday at 2.30 p.m. Discussing the annual report of the Education Department, Hon. Thomson moved that in the opinion of the Council, the report of the Minister of Education should givo a more definite undertaking than is contained in the introductory statement, that the whole question of the educational policy ol the Government will be considered in tlie immediate future. The mover made a protest against the attitude ol the Department towards Education Boards and other educational bodies and said that in this respect the Department was going too far. The debate was adjourned till the following day.
THE HOUSE. In the House of Representatives, the afternoon was spent on formal business. THE LICENSING BILL. In the evening tbe House went into committee on the Licensing Bill. On the first division, clause 2, fixing polls at six years, was struck out, leaving triennial polls as at present. An attempt on tbe part of the Lahour Party to have the issue determined by preferential voting i, as defeated by 61 to 2. i Mr T. M. Willord moved to insert Slate Control in the ballot paper and was defeated by 51 to 22. The next crucial test was a division on clause 4, which fixed the majority 'on which the issues were to lie determined. After several divisions on side issues, the clause was so amended as to confirm the present law that the issue lie determined by a bare majority. Hm Prime Minister then announced that ho would carry the bill through the eommitte stage but since it had been so radically amended, he would not move the third reading. Mr Wiiford moved to report progress with tile object of killing the bill. Ibis was defeated by 5o to 18. All otlier amendments were defeated and when ’clause 19 bad been passed, the Prime Minister agreed to report progress, and the House rose at 4.45 a.uh till 2.30 p.m., when consideration of the Licensing Bill will he resumed.
