Australian Press Assn.—United Service GENEVA, Sept. 18. M. Boncour added that what prevented progress since March, 1927, was not technical problems, but important political interests. There could not |>o two more divergent views than those of England and France on the former, yet an agreement had been reached by a compromise and mutual sacrifice. ' They had no right to press others to follow this example. The difficulty was that such a great part of the responsibility rested on the country which was not a member of the League’. Disarmament was virtually delayed by America and Russia, upon whom they could not bring pressure. Lord Cushendun expressed the opinion, that Loudon had not appreciated the’ implication in his suggested invitation that the Powers concerned were signatories to the Washington Treaty, which was reviewable' in 1931. Loudon’s proposal would lead to the antidating of such a review, and the powers meeting under different auspices and attacking the problem from a different angle. It was not likely that any power concerned would accept the
invitation. Loudon subsequently explained lus invitation would lmve been private and would not bo a sort of Washington Conference, hut merely‘an effort to arrive at an understanding in order to facilitate the Commission’s work. The sitting was adjourned.
