A dramatic debate arose in the third committc regarding tlie date of the Preparatory Commissions next meeting. M. Benes declared that the psychological moment had arrived to put the League’s principles to the test. The Conference should be called without delay. He was confident that the Disarmament Convention would result. Loudon (Chairman of the Commission) who emphasised the desire for an early meeting, said the convening of it would be useless unless the Government’s disagreeing on points of draft convention reached an understanding. He proposed to ash England, France, Italy, Japan, and United States to instruct their delegates to meet him in Paris to discuss it. M. Boncour, who presumably had delayed his speech to enable others to speah first, moved urging a solution or the differences l>etwcen the Powers in order to allow the Commission to meet late in 1928 or early in 1929.
