I BAN ON FOREIGN DECORATIONS. | GENEVA, July 24. More than 75,000 signatures have j been obtained to a petition in favour ' of a referendum on tbe suppression of foreign orders and decorations in Switzerland. The proposed law makes it illegal for members of the federal Servians and military or civil functionaries to accept pensions, titles, presents, or decorations from foreign Governments.
In Switzerland the rights of the people are guarded by a facultative or obligatory referendum, which grants tnem power to decide on laws or measures already passed. If 8 cantons, or 30,000 people, so demand, a federal measure must lie submitted to popular vote.
