WASHINGTON, Aug. 31. Tt is stated in official circles that President Coolidge is likely to ask the Senate to delay action on the Kellogg Treaty until the Navy Ship Construe, tion Bill has been taken up and passed President Coolidge is contemplating presenting this request informally to the Senate Foreign Relations Committee before the December session, and is expected to explain that he v ,whole-heartedly in sympathy with fli. Treaty and is sincerely anxious for it' ratification, hut feels that the emiiitry’s defence needs may he lost sight of during the debate preceding ratification.
