Til the House of Representatives the debate on the Budget was continued by Messrs Lysnar, Seddon, Coates and Horn and the adjournment was moved by Mr Bitchener. It is expected tiie Minister of Finance will close the debate to-morrow when the House will go into Committee of Supply to consider the Estimates. THE COUNCIL.

Moving the second reading of the Church of England Empowering Bill, Sir James Allen said be wished to remove misapprehensions that the Bill was introduced because of the recent legsilation affecting the Church .of England at Home and that Diocesan Synods had not had a full opportunity to consider the proposals. The Bill was read a second time and referred to tiie Committee of Selection. The New Zealand Citizens Bill was introduced by Sir Robert Stout and read the first- time. Surveyors Institute Amendment Bill and Thames Borough Land Rating Adjustment Bill were received from the House and read a first time.

The Statutory Land Charges Registration Bill and tlie Nxoious Weeds Dill were received from the House and read a first time and a sepond time pro forma and referred to Committees.

The Christ’s College (Canterbury) Bill was received and read tiie first time.

Tiie Council adjourned at 2.55 p.m inti I to-morrow.
