■' GREAT DEFAULCATIONS. (United Service.) (Received this day at 1.0 p.m.) VANCOUVER, August 9. St. Louis business circles have recently been jarred by two great defalcations. The insurance examiners received a written statement from Roy Toombs, President of the International Life Insurance Coy., admitting a shortage of £700,000, while Young, manager of the New York branch of the Bank of Italy, has Iconfessed to losing a hundred thousand sterling in specula--tion.
