ANTI-AVAR PACT. (British Official Wireless.) RUGBY, Aug. 3. Referring to the proposed Multilateral Treaty for the Renunciation of War, Lord Salisbury, in the House of Lords, uttered a warning against exaggerating the effect it would have on the world. Nevertheless it was a very important declaration, which the nations were going to make in favour of peace, and lie believed that it would do great good. He agreed that it was not sufficient. They must build up a system under which the peace of tho world could be secured, a difficult and gradual process in this imperfect world. Defensive warfare might still be necessary. No other warfare than that would ever, he believed, l>o engaged in l»y the British Government, but there should be no misunderstanding when they came to certain regions in which Britain takes special interest. These defensive and precautionary limitations were essential. FOREIGN SECRETARY. CONDITION SATISFACTORY. LONDON, Aug. 4. An official anouncoment is made that Sir Austen Chamberlain is suffering from a mild attack of bronchial-pneu-monia, hut is progressing satisfactorily, and his condition gives no cause for anxiety. Sir Austen hopes sufficiently to have recovered to be able to leave at the end of the month for Paris and Geneva,
