ANTI-WAR PACT
RUSSIA’S VERDICT. (United Press Association.—llyElectric Telegraph.—Copyright! s LONDON, Aug. 3. The Times Riga correspondent says: Marking the anniversary of Britain’s entry into the world war, the Soviet has issued an inflammatory manifesto warning tlie world against the League of Nations, and also the Kellogg proposals, as being the pacifist talk of tlie Ixnirgeois countries, wherewith the Governments of those countries are striving to conceal war plans. The Soviet adds that is is possible to prevent international war only by civil war overthrowing the present Governments, and a universal war against the enemies of the Soviet. The masses must he prepared for this at the shortest notice. Hundreds of Communist members of Congress, in twelve omnibuses, inspected the summer camp of the Red Army at Moscow. There was much singing and warlike speeches. The British Communist, Mr Bell, urged them to concentrate in fighting the League of Nations and the Kellogg Pact, inciting the imperialist soldiery to mutiny and disorganise industry.
