CELEBRATES 80th BIRTHDAY. (British Official Wireless). y (Received this day at 11.6 a.m.) RUGBY, July 25. The King and Queen and members of the Royal Family, were the first to send messages of . congratulations to the Earl of Balfour to-day on his 80th birthday. Hundreds of other telegrams and written messages reached Earl Balfour from all parts of the world. A large / numlier came from America, including some from Government officials at Washington. Earl Balfour attended a Cabinet meeting this morning and received hearty felicitations from Ministers. In the afternoon lie was presented with a Rolls Royce motor-car, for which members of Parliament of all parties had subscribed. The presentation took place in the presence of a -distinguished company of parliamentarians, within the precincts of the House of Commons. The Prime Minister paid an eloquent tribute to tlie great : part which Earl Balfour had played in the public life of this country for'close on GO years. , Rt Hon. D. Lloyd George (Liberal lender) spoke of the affectionate admiration he had always bad for Hail Balfour, and Hon. Clynes in the absence of Mr Ramsay MacDonald, expressed the high esteem in which the Labour Party held him./
