According Vo a statement issued by Wang Pao Chen, the Nationalist Minister of Communications, China’s communication systems, except the postal system, are still primitive. Though organised for scores of years, they are on the verge of bankruptcy. The Government possesses only a proportion of tho rolling stock held in 1915. There are huge, quantities of transported goods. Very serious corruption exists. The loans issued in connection with the communications exceed seven hundred million dollars.
