CHEATERS OF THE REVENUE. “ There is a deliberate scheme on the part of a large body of bookmakers and some profession backers, by means of a secret clearing house, to defraud the Government of the tax. Official figures give some idea of the extent to which this fraud is practised. It is known that about 15,000 bookmakers’ certificates have been issued. According to the statement of the Chancellor of the Exchequer in the House of Commons, these 15,000 bookmakers have paid tax amounting to £2,669,000. It has been ascertained that half thi5£1,334,50 £1,334,500 —was paid by 401 bookmakers. Oil this basis the remaining 14,599 bookmakers paid on the average a little more than £9l each. But there is reason to believe that at least 90 per cent of the tax paid was furnished by 500 bookmakers, which means that on the average the other 14;500 only paid a little more than £lB each, a ridiculously small amount. Even if the whole of the tax paid is averaged among the 15,000 licensed bookmakers, it means that each paid just under £l7B. Men with lifelong experience of betting in this country place the turnover on which tax should lie paid at about £800,000,000.
