“An analysis of the political prohems of the present day shows that they group themselves regionally round tiie four Continents. Thy problems of Africa are as yet inseparable politically from those of Europe. Those of Asia are in course of swift separation, though such separation is retarded by the rivalry between the British Empire and the Soviet Union. Those of America are already separated by the hegemony of the United States, 'flic present constitution of the League ignores this -political process. But. a practical recognition of it in the constitution of the League would remove most of the fundamental objections that are felt by Americans and Russians.
