Following Air Alellor’s estimates, the actual Treasury surplus is announced to he 398 million dollars, and debt reduction nine millions. TO “DELEG ALISE AVAR,” WASHINGTON, July 1. Air Samuel Colcord, of New York, has urged Alt- Kellogg to extend the scope, pending the multilateral outlawry -of war pact, to “legalise” war by making it criminal under international law. In a letter supported by an imposing list of public men, Air Colcord - makes the suggestion on the ground that a dissatisfied nation may find means to withdraw from international law, and contends in so doing it would establish the permanency of lliia pact. Senator Borah-, who is Chairman at the Senate Foreign Relations Committee, indicated that the multilaterial anti-war treaty, if signed during tho summer, would likely receive the earliest consideration when the Senate convened next winter. He refused to express an opinion relative to the treat.vs’ possible reception, but declared he anticipated no serious fight against ratification.
