While the first function of the banks is to guarantee the. security and preserve the stability of‘the comniercfal machine, a second and scarcely less important function is to ein courage and assist legitimate business expansion by advancing money at reasonable rates of interest. With conditions as they are to-day, the unrestricted exercises of the secopt function will not conflict with the first, :—Christchurch “Sun.”
