THOUGHTS FOR THE TIMES.

Mu Speaker

The retirement of Mr J. H. Whitley reminds us that English Parliamentary life owes much to the long succession of men who have carried out the duties of Speaker with judgment and firmness, and have maintained the privileges and dignity of the House of Commons, even under the most difficult and trying circumstances. Some Speakers have, of course, been 1 letter than others, but there is no instance of a Speaker who has not worthily uplied the high traditions both of his office an<l of Parliament. The House, even in its most turbulent moods, has been willing to support the Chair and to accept the Speaker’s rulings without demur. It is this traditional attitude on the part of members themselves that has helped in no small degree, to make the Speaker feel the dignity and responsibility of his position.
